The rules are, it's not permanent unless you choose, but until noted, there's no way in-game to restore abilities.
What it affects: everything. Psychic abilities, all forms of magic, anything that requires the chi-points and/or use of the third-eye and energy flow of any kind. That means that you can't connect magic circuits, you can't draw mana, you can't bend, and for a short while afterwards, you're going to feel incredibly weak and in pain from the process. If you're just a guy that swings a sword though, you don't have to worry other than being disoriented for a while afterwards, though he'll really have no point to inflict this on you if that's the case.
I won't reveal how it works if you still haven't seen the finale, but he does it by touching a chi-point on the back of neck, and inbetween the eyes.
